Five Balkan countries involved - Albania, Bosnia and Herzegovina, the Republic of Northern Macedonia, Montenegro and Serbia - and several international partners

 

Libera is a partner of OSCE, International Organization for Security and Cooperation in Europe, in the project “Strengthening the fight against transnational organized crime in South-Eastern Europe through improved regional cooperation in asset seizure, confiscation, management and re-use” aimed at regional cooperation on the social reuse of confiscated assets from organized crime. The project focuses on five Balkan countries - Albania, Bosnia and Herzegovina, the Republic of Northern Macedonia, Montenegro and Serbia - and involves several international partners.

 

The objective of the project is to encourage and improve the practices of seizure, confiscation and management of confiscated assets through increased regional cooperation and the exchange of good practices. The project adopts a holistic approach, providing support to the entire cycle of criminal property recovery, breaking down its activity into three areas of intervention: (1) investigation, seizure and confiscation of assets; (2) management of assets; (3) reuse of assets.

 

Libera's Role

In particular, Libera is an executive partner of OSCE in achieving the third objective: promoting the social re-use of confiscated property at national and regional level through the participation of local civil society organizations as a tool for preventing and combating organized crime. To this end, Libera coordinated the planning and management of three training workshops targeting associations, managers of confiscated assets and National Agencies that manage confiscated assets in the five Balkan countries involved in the project. The first training took place on 28-29 April 2021 and featured Albanian associations and management bodies; the second training, involved civil society organisations in Northern Macedonia, and took place on 17-18 May 2021; the third training was held on 8-9 June 2021 with the participation of all 5 countries involving National Agencies, civil society organisations and management bodies.

 

Project activities

The activities that directly involve Libera are:

  • organisation of 3 training workshops to promote social re-use of confiscated property;

  • participation as a trainer in regional training organised by OSCE;

  • dissemination of project results through the promotion of materials designed for civil society organisations
